About the department

The firm’s Construction and Project Law practice, led by Adv. Sharon Adler, one of Israel’s most senior and experienced lawyers in this field, brings deep and broad-based experience in advising on some of the most complex infrastructure and construction projects in Israel. The team advises clients throughout the full lifecycle of infrastructure and construction projects, from the earliest stages of origination and development, through construction, operation and maintenance, and including dispute resolution.

 

Our firm is home to one of Israel’s most experienced Construction and Project Law practices, with a long-standing track record of involvement in many of the country’s largest and most significant infrastructure projects. We represent leading infrastructure companies, developers, contractors and financing entities, both in Israel and internationally. The firm also has substantial experience in USACE Projects in Israel and abroad.

 

Our approach combines legal excellence with a practical understanding of the technical and engineering challenges inherent in each project, as well as a thorough appreciation of the unique risks associated with large-scale and complex infrastructure developments.

 

The practice forms part of the firm’s broader Energy and Infrastructure practice, whose partners also include Dan Hacohen, Eddie Ashkenazi, Michael Macchia and Daniel Sekel. The team works in close collaboration with the firm’s other leading practice areas, including Banking and Finance, Litigation, Planning and Zoning, Environmental Law and others, depending on the specific needs of the client and the project.

We advise on projects structured under a wide range of models and contractual frameworks, including PPP/PFI, concessions, DB, EPC and DBOT, and provide comprehensive legal support throughout the life cycle of the project.

 

Our services include advice on tenders and procurement processes, government contracts, concession arrangements, project finance, contractual and commercial management, risk allocation, scope changes, delays and claims, guarantees and security arrangements, insurance, and dispute resolution through litigation, mediation and arbitration, both domestic and international, including ICC arbitrations and proceedings before foreign tribunals.

 

The team has extensive experience advising on projects across a broad spectrum of sectors, including light and heavy rail, railway electrification, roads and toll roads, defense projects, airports and seaports, oil and gas infrastructure, renewable and conventional energy plants, desalination and water treatment facilities, public buildings such as hospitals, industrial plants, and more.

 

Representative matters handled by the team include, among others, the Jerusalem Light Rail Transport project, the Tel Aviv Light Rail project, the Haifa-Nazareth Light Rail project, the Cross-Israel Highway project, the Israel Railway Electrification project, the Carmel Tunnels toll road, the Ayalon Highway “New Fast Lanes” project, the Ashalim Thermal Solar Power Plant, the New Haifa Port project, and Intel’s Fab38 semiconductor manufacturing plant.
