Biography

Cochavit Netzach-Dolev is a partner in the Litigation Department and head of the Administrative Litigation Practice at our Tel Aviv office.

Before joining the firm, Cochavit served as the District Attorney of Jerusalem (Civil) and is an expert in all areas of administrative and civil law.

Cochavit has rich experience of about 30 years in managing complex legal proceedings in various fields including tender law, subsidies, financial sanctions, education, freedom of information, contracts and liabilities, labor law, and more.

Cochavit provides ongoing legal advice and manages legal proceedings at all stages (referral to authority, preparation of the tender bid, submission of the application for support, etc.) against various administrative authorities; the state, local councils, and additional entities performing public functions according to law.

Cochavit began her professional career as an intern in the Supreme Court and later in the Jerusalem District Attorney’s Office until her appointment as the District Attorney (Civil), a position in which she served for about 8 years. During her tenure, she managed a large unit of about 90 employees and was responsible for representing all government ministries in about 4,300 cases annually.

In her early years at the State Attorney’s Office, she mainly dealt with the field of criminal law and later specialized in civil and administrative law. She represented the State in major cases, including proceedings related to the Cross-Israel Highway, desalination plants, natural gas pipelines, and government office computing.

In addition to her position, Cochavit served as the chairperson of the Objection Committee of the Israel Land Authority.

For years, Cochavit was a lecturer in training programs for civil servants in the field of tenders, provided advice to various tender committees in government ministries, and was a partner in the Tender Forum of the Government Procurement Administration at the Ministry of Finance.

Cochavit graduated from the Directors’ Course at Tel Aviv University.
