Biography

Eyal D. Mamo is co-head of the real estate planning and construction practice at our Tel Aviv office.

Eyal is considered one of the central and prominent figures in the real estate, planning and construction sectors in Israel.

Eyal specializes in representing and handling planning, construction and licensing proceedings, at all levels of the planning institutions in Israel, as well as various proceedings related to municipal law, such as proceedings opposite local authorities, changing jurisdiction lines, setting boundaries and more.

Eyal has extensive experience in representing and conducting administrative litigation at the various planning institutions and the courts, including providing opinions, accompanying proceedings to promote plans, handling issues related to betterment levies, expropriation claims, claims for land devaluation and assistance in licensing proceedings.

Given his planning background, Eyal even acts for clients in objections and appeals before planning bodies as well as in petitions to the High Court of Justice and administrative appeals before the Supreme Court.

Eyal’s clients are at the top of the Israeli economy and the real estate community, including many local authorities, real estate developers and leading construction companies, hotel chains and large corporations. Eyal also advises the Association of Contractors and Builders in Israel, on a variety of issues involving planning and municipalities, and all legislative processes related to the construction and infrastructure sector. Eyal recently provided counsel to the association regarding significant reforms to the Arrangements Law, in its support of the administrative petition submitted by the landowners in the Sde Dov quarter of Tel Aviv, in the appeal to the Supreme Court regarding National Outline Plan 38 in Ramat Gan, as well as in filing an administrative petition against the local Givatayim Planning and Construction Committee, demanding the cancellation of the municipality’s policy concerning National Outline Plan 38.

In the past, Eyal served as chairman of the Planning and Construction Appeals Committee for the Central District and also took and continues to take a significant part in the drafting of bills and regulations at the Ministry of the Interior. Eyal’s work in previous positions lies at the heart of the practice. His vast experience enables him to have a thorough, in-depth and highly professional view.

For nearly a decade, Eyal has been serving as the public representative at the Ministry of Justice’s land appraiser oversight and appeals committees, and has been involved in planning and construction regulation as the legal advisor of the Contractors and Builders of Land Association in Israel since 2007. Eyal is the current editor of one of the most comprehensive books in the field – Planning and Construction Laws.

In addition, Eyal is the initiator and has been the organizer of one of the most prominent and long standing conferences in planning and construction in Israel, the “Annual Planning and Construction Conference” of Agmon & Co. Rosenberg Hacohen & Co., which unites the senior leaders of the field under one roof, for the past nine years.

  • Advised on planning, tenders and development agreements for the establishment of the Or Yam neighborhood (3500 residential units) on the lands of the Caesarea Development Company.
  • Represented the Weizmann Institute in various planning proceedings including National Outline Plan 3003 which adds about 7000 residential units and employment areas.
  • Acted for the Contractors and Builders of Land Association in legislative processes and the Arrangements Law and promoted significant reforms in planning in general and urban renewal in particular.
  • Advised the Carmel Coast Water Association in the complex planning and licensing proceedings of the largest floating solar facility in Israel, from inception to the start of operations in October 2021.
  • Represented the Economic Company of the Israel Builders Association and the Foundation for the Encouragement and Development of the Construction Industry in Israel, in an administrative petition against the City of Ramat Gan, and the cancellation of a policy decision which required suspension of building permits for National Outline Plan 38 throughout the city.
  • Represented Mateh Yehuda Regional Council in filing an objection to the plan to create a grade separation (a tunnel under roads and overhead intersections) between the Hadassah Ein Kerem intersection and the Givat Mashuah intersection in Jerusalem. After the objection was denied, an appeal was submitted to the Appeals Subcommittee of the National Council. The appeal was granted and the plan was rejected.
  • Advised on the complex plan for urban renewal in Hadera, within which 1,360 residential units were approved. The promotion of the plan was made possible thanks to additional land allocated in its favor by the Israel Land Authority.
