Shir Angel Katz

Biography

Shir Angel Katz is a partner in the litigation department at our Jerusalem office.

Shir deals in the fields of administrative law, and in particular in the fields of education, higher education and non-profits. As part of this, Shir has many years of experience in advising and representing local authorities, educational networks, academic institutions, theaters, student associations, non-profits and companies – both in complex litigation proceedings, and in commercial, regulatory and regular administrative support.

Shir is a graduate of the faculty of law at the Hebrew University of Jerusalem.

Prior to joining the firm, Shir was a partner at Nevo Keidar Blum.

  • Responsible for establishing a new rule at the Supreme Court when representing the special education network “Beit Ekstein Ltd”. The rule established the duty of local authorities to budget (through “foreign fees”) the special education networks operating in their area.
  • Represented the Jerusalem municipality in a number of administrative petitions concerning the right of the municipality to move buildings between educational institutions throughout the city, for the purpose of maximizing the use of the buildings for the benefit of children of all sectors.
  • Represented educational networks in the field of mergers and cost transfers.
  • Provided regular regulatory counsel in a variety of legal areas, including: receiving budgeting and support from public sources, contracts and tenders, allocation of public buildings, labor laws, etc.
  • Represented auditees (authorities and individuals) before the state comptroller.
  • Represented commercial companies with respect to class actions.
